The problem isn't H-1B visas; in this day and age, that is almost irrelevant. Ever since the COVID pandemic, that cheap labour force can now be found, hired, paid half the salary and can work from India, Poland, Hungary or elsewhere without ever setting foot on US (or UK) soil, and therefore not need a visa at all.
